May a development consultant, with an owner representative agreement submit an application on behalf of an eligible Sponsor?

The final application must be submitted by an authorized representative of the sponsor organization. Our application process will allow the sponsor to allow access to a development consultant to complete most of the application process, but the final approval and submission must come from an authorized representative of the sponsor organization.
